In 1949 the constitution formally established a democratic federal republic and created the states chamber and the people’s chamber. Let me begin by making just a thumbnail definition of the geopolitical context in which we all find ourselves, including America. And in my perspective, that geopolitical context is very much defined by new — by two new global realities. The first is that global political leadership — by which I mean the role of certain leading powers in the world — has now become much more diversified unlike what it was until relatively recently. The Rule of Law is not imperative to them, but it is what makes for a civilized society. Among illegal aliens, there is an epidemic of identity theft, forged government documents, and fake social security numbers. Theocracy refers to a form of government in which a specific religious ideology informs the leadership, laws, and customs of a nation. In many instances, there will be little to no distinction between scriptural laws and legal codes. Likewise, religious clergy will typically occupy roles of leadership, and in some instances, the highest office in the nation. Because religious law usually extends from writings and traditions that are many centuries old, and therefore impose practices that may not conform with present-day standards of ethical justice or constitutional law, theocracies frequently run afoul of organizations and agencies advocating for global human rights. Thus, all crimes committed (or alleged to have been committed) within the territorial jurisdiction of a state may come before the municipal courts and the accused if convicted may be sentenced. This is so even where the offenders are foreign citizens.
