There are several key aspects that remain standard to almost every office, no matter what type of business is conducted in that office. A felony involves serious misconduct that is punishable by death or by imprisonment for more than one year. Most state criminal laws subdivide felonies into different classes with varying degrees of punishment. Crimes that do not amount to felonies are typically called misdemeanors. A misdemeanor is misconduct for which the law prescribes punishment of no more than one year in prison. Lesser offenses, such as traffic and parking tickets, are often called infractions. For instance, criminal cases are tried differently than civil cases. In a criminal case, it is the prosecutor or the state that is responsible for bringing the charges against the defendant. This is because the defendant’s conduct is considered to be sufficiently disruptive or damaging enough that it justifies receiving a punishment from the state. 4By the time Bolton signified his commitment to Wesleyan Methodism by signing the abstinence (from alcohol) pledge, in 1908, he was head of his own family and living in Chopwell, in the north-west Durham coalfield. 6 With a modern colliery, Chopwell was a boom-town, attracting migrant coalmining families from across the region and further afield. The potential for the importation of radical ideas into this community in flux was high, and Bolton’s conversion to socialism in this context was hardly aberrant, although by no means a given. 7 Will Lawther, an active socialist from the age of fifteen whose own mining family had moved to the Chopwell from Northumberland in 1905, claimed to have converted both Bolton, and another ardent chapel-goer, Vipond Hardy, to socialism at a Chopwell ILP meeting. 8 Though Lawther was fifteen years Bolton’s junior, this event marked the birth of an important political alliance lasting to the late 1930s. So we are concerned with the problem of a modern democratic state but have to address the problem of religious differences as well. For, there are many modern states where one religion is declared to be an official one. We will assume that we are concerned with those states only to the extent of these giving rights to religious minorities. There have been many states paying lip sympathy to some religion or the other, without really caring much for the metaphysical needs of the people. We shall assume that it is largely left to the individuals to cater to themselves without being bothered by the state about the pursuit of their religious beliefs. Also we have a number of states coming out with the concept of secularism, though the term is interpreted in different fashions. For our purposes this is very important because we are largely interested in giving norms for a democratically inclined societies where rights include the right to practise one’s religious inclinations without being disturbed by the members of the rest of the society or from the instruments of the state. Consequently, the hold of monopoly capitalism on the economies of the United States and other industrialized countries continued to increase. However, the movement and this technological monopolistic capitalism have attracted the attention of different scientists and philosophers to the erosion of individual rights, liberties and widening class stratification. By 1968, Dr. Martin Luther King “had come to believe that our economic system was fundamentally unjust and needed radical transformation. He spoke of ‘the evils of capitalism’ and asked for ‘a radical redistribution of economic and political power.'” 2 This illness comes from the fact that is nearly never talked about: that the United States is a class society, in which 1% of the population owns some 33% of the wealth, with an underclass of about 40 million people living in poverty. 3 Claim of the U.S. being a democratic society appears nonsense. The U.S. Constitution gives the citizens power to rule themselves, but the capitalist system does not offer opportunity for such power to be properly and effectively used.
